RosKomNadzor's excuses about the blocks

This post is machine-translated.

My inquiry

As of today, almost a month has passed since RosKomNadzor blocked my resources. No, there is no contradiction in the fact that the block is still active at the moment you are reading this post - I rented a VPS in Germany to proxy the requests to my main server and repointed the DNS to this proxy. This fact alone once again demonstrates the whole absurdity of the blocking situation. But let’s not stop at the small stuff and read what RosKomNadzor replied to my inquiry meant to find out the reasons for the blocking of my servers. When my servers were blocked by subnet (51.15.0.0/16), I wrote to the “hotline”, which had been created to counter the spread of “false information” about unlawful blockings.

Good afternoon. Yesterday, for some reason, my resources and the auxiliary services hosted on the servers with the following addresses:

  • 51.15.37.92
  • 51.15.70.45

were blocked. I would like to clarify the reason for the blocking of these resources.

Their reply

For a long time nobody replied to me and I even thought they had just written that news item for show and were ignoring all the letters. However, today I received a reply. Well then, let’s find out what I am guilty of and why I (and a huge number of other resources at the online.net provider) got blocked.

Hello.

We hereby notify you that, under the decision of the Tagansky District Court of the city of Moscow dated 13.04.2018 in case No. 2-1779/2018, Roskomnadzor and other persons are obliged to cease creating the technical conditions for the reception, transmission, delivery and (or) processing of the electronic messages of Internet users distributed via information systems and (or) programs for electronic computers whose operation is provided by Telegram Messenger Limited Liability Partnership. The IP addresses you specified, 51.15.37.92 and 51.15.70.45, are part of the subnet 51.15.0.0/16, used to ensure the operation of the communication Internet services of the specified organizer of information dissemination on the Internet, and a corresponding notification to this effect was sent to the hosting provider. In order to exclude a network address from the feed sent to the hosting provider, a message about the measures taken to cease creating the technical conditions for the operation of the Telegram application must be sent. On the basis of such a message Roskomnadzor conducts a verification and, after this fact is confirmed, access to the corresponding network address and the information resources located on it is resumed. For further information we recommend that you contact your hosting provider and (or) telecom operator. It should be noted that Russian hosting providers, in the vast majority of cases, comply with the requirements of Russian legislation and extremely rarely allow their resources to be blocked.

Needless to say, there is no Telegram server-side infrastructure on my personal servers? RosKomNadzor is a typical representative of a government agency. They don’t care whether they cause anyone financial losses or violate someone’s freedom of speech or the right to free access to information. They are empowered to disrupt the operation of Internet services, but bear no responsibility whatsoever for unlawful blockings or abuse of official authority. Their reply shows that they don’t consider themselves obliged to explain why they decided that blocking an entire huge subnet was acceptable - and even more so, my personal resources. And yes, let me remind you that this irresponsible agency was granted such powers under the banner of protecting children.

UPD as of 08.06.2018

Just recently RosKomNadzor unblocked about 7 million addresses, including the 51.15.0.0/16 subnet, where my services are hosted as well. Naturally, no replies to my follow-up requests or any apologies ever arrived.

There is a hypothesis that this is connected to the “direct line” live broadcast.
